Rework Honor System

I had an idea for a new honor system but there is a flaw to it and I would like to here your guys' opinion on the system and ways to avoid the flaw. So here it is.

Idea: At the end of each game a screen pops up solely for rating players. Each player on ally and enemy team are listed along with the honor options. Along with adding a few negative option such as Uncooperative, Greifing, and Toxic. Players are forced to give people either and negative rating or honor them. What this does is group the highly honored players together more often and encourage good behavior and group the negatively rated players together. If they are negatively rated an option to report will appear.

Here's the flaw: What I'm worried about is players are too lazy to sit and correctly honor their teammates so they randomly and quickly pick an option. Which would completely negate the whole grouping friendly/helpful/teamwork players with each other and same with the negative players.

Possible solution: Have a screen pop up after game for solely rating players like I said, but instead have it optional to rate players. Having a whole screen for players reminds the players because we often forget. Players have to both use the rating system and be highly rated to be matched with the correct group. Negatively rated players are matched with other negatively rated players regardless of if they use the rating system or not.

EDIT I would also like to mention the rating of players you frequently queue with should of some sort of affect on your rating in one way or another.
