I don't see how it matters if they post them with chat logs, if Riot posted your chat logs then whatever is in just the in game chat is enough. Why would it matter if they were also negative in post game if posting in game shows it?
Yes they can, don't remember where they mentioned it, but they can see both pre and post game
Please do find it i have never heard of people getting punished for post game chat

The problem is that most of these posts would be from the old forums, not the new boards. Riot was able to read them since ever; the reason why they weren't displayed in Tribunal was a technical one.
The source somehow seems broken, but if you trust Leaguecraft's redtracker: http://leaguecraft.com/redtracker/post/pendragon-i-find-my-two-week-ban-to-be-unjust.xhtml?tid=2421737&pid=00000034481 Since Pendragon there comments on the pre/post chat, I hope it's obvious enough that he's able to read it.

They have, but it had to be done through manual checks on Riot's side since, like TrulyBland said, there were technical issues that prevented pre/post game chat from being included. And it's extremely rare that someone who is toxic post-game did nothing banworthy during the game.

Lyte says that Riot didn't feel it is necessary to put it in tribunal (and using the same logic, chat logs) because people who are toxic post game were generally toxic in game. But they do in fact have access to them if they decide to investigate a player.
