Can I ask why? That's why I never report anyone who is afk the whole game. Cause I know they won't be punished. At all. Can you at least give me low priority? So I have to wait 20 minutes to start the god damn game?
On your first time Riot gives you the benefit of the doubt and is like "eh his internet might've just broke" and brush it off.
If you keep going you'll get a warning like "woah calm down fam we're onto you"
Eventually you'll get leaverbuster, and since leaverbuster is an automatic system, reporting people for afk probably does nothing, but I like to think it speeds up the process
Because the system only punishes those that do it frequently. Riot know that the occasional ISP being a dick or IRL problem might occur and basically give you one for free. The system isn't draconian enough to punish after one occurrence of AFK'ing/disconnecting.

weird, people with internet connection and afk get no punishment but if you have real isp issue( happends rarely) you get punished . it just happend to me. isp issue , i reconnected like 4 times rebooted my router got in game and get leaver flagged . I Hate it when people leave . now i wonder if that is realy their fault , or some isp issue . Shady stuff going on here!
You are allowed to afk some games before the punishments starts to kick in.
