When will hate speech become permabannable?

Hey, Riot (specifically those of you who work on the Honors system and player reports),

I just got out of yet another game in which a player who wasn't cooperating with the rest of the team began calling everyone f*****s. I am tired of this. It seems that, as often as not, people in my games feel all too comfortable using racial, sexual, disability, etc slurs. I've been playing League since the beginning of Season 5, which I recognize does not make me the oldest player on these boards, but I am still exhausted by the consistency of this. When I am jumping into a game on the Howling Abyss, I shouldn't have to worry about whether or not I'm going to be arguing with another player about whether or not Hitler was right, and yet I do because it's happened. I appreciate the mute, but I shouldn't have to use it as often as I do. Muting the people that spam or even just use hate speech and slurs is ignoring the problem, not fixing it. I am pretty sure that someone is going to read this and think something stupid about the freedom of speech, but there is a difference between the freedom of speech that builds a community up and the freedom of speech that makes it toxic and exclusionary and small.

To that end, I would really like to know why these people are not being punished because they aren't. Not effectively, at least. I know this because I have seen so many of the people I have reported show back up in my games repeatedly. After eight and a half seasons, our community still has so many members that use hate speech. Why? Why can these people not be permanently banned from League of Legends?

P.S. I really do love this game and it's hard for me to consider myself a part of a community that so often says that I should be burned alive or that I should kill myself.
