Still in Twilight (Zoe Champion Select Bug)

I bought Zoe the first day she came out, and I have tried to play her every time I've played on Summoners' Rift. I haven't been able to, not because she's permabanned, but because she just isn't available for me to select. She doesn't even have an icon. It's as if she wasn't even released yet. I did manage to pick her twice, but no luck otherwise. Is this a problem for other people or just me?
