It's been 6+ months at honor level 0. Granted I don't play a lot. Just curious if Riot even wants me to feel like putting in effort when there's NO signs of progress?

What checkpoint are you at? It took me like 5 to get out.
Regardless, in some Ask Riot's they clarified that they would be making the restrictions a little bit less harsh to those in the lower level of honors so maybe you will be able to climb.

lol why do u even try? just make a new acct. play 1 game a day on old acct.
You might want to take a peek in the mirror to see if that is there the problem hides. Misbehaving earns you reports and even if those reports don't get you punished, they will slow down or maybe even cancel/negate any honor progress you have done already. So if you want to get out of Honor 0, you need to keep behaving in positive way. I believe that staying silent won't help you and not playing does not help either.

This is one of your problems.
People who've got out said that they played around 200 clean games. Getting validly reported significantly slows down the progress.
i did see a post where they said HONOR was going way to slow from 0-1 and so on that they were going to move it up alittle but it took me 3 or 4 months to hit 1
