The rules of the forums clearly state that you are not allowed by any means to post the names of the people doing questionable stuff, because they think it would lead to witchhunts ( which in my opinion would be in a way defending the aggressors, which is not something they deserve, but that's just my opinion) and this rule has been here for more than a year. Please inform yourself before throwing wild accusations. Just so you don't make a fool out of yourself at least.

As for knowing if he got banned , there is a feature where the reporting player gets a feedback message telling him that the player has been punished, but that usually goes to the player that had the last say /deciding vote in administering the punishment. Anyways just to be safe you can also make a support ticket with the unedited image here https://support.riotgames.com/hc/en-us/requests/new . You can select the first question and then submit the screenshot with summary/context explanation.

you cant have equality and freedom at the same time, and this trend of multiplayer communities restricting "hate speech" never works. no matter how much riot will try to fix this issue, nothing will work. there can't really be a compromise to this, you either have to be liberal or conservative about this issue. DOTA 2 has pretty much no chat bans at all and the unstable people who complain about player's attitudes can only recede back into their hugbox and complain. the majority is happy because they can call people a 
over voice chat, and the target can reply with something worse, or do the rational thing and hit the mute button.
tl;dr dota is great because free speech, league should adopt this concept

hate speech is only a problem if you make it a problem.
dota is more refined and in most aspects better than league, including moderation hence why it's a lot better (which usually only deals with exploiters)
but i like league a lot more because its a lot simpler and faster paced

A realistic opinion, but I think you missed the point. It's not that people can't handle it; they simply do not want to handle it and as long as the rules of the community they're in deny the use of such racial terms then they're in no way obliged to tolerate such behavior.

Indeed, and they're prepared for consequences as they do so. I can support or disagree with your recommended punishment, but that doesn't do anything since we're not the ones who set the rules.
I do need a reminder, though, regarding the actual action taken against racial offenders. If it actually states that such behavior will result in permanent ban, then I don't think the guy is asking too much.
