Punish the Toxic, Have Mercy on our ELO

You know it's one thing to be unskilled, another to be a little upset in chat, and then there's NA silver ELO; the cesspool that is the bane of my existence which I try to climb out of every day. I've tried my hardest to be nice in ranked, to be encouraging. When that doesn't work, I mute. But how is that I'm supposed to deal with players that feed intentionally or leave the game? Or perhaps sit in spawn complaining in all chat?

I mean, sure, I could report them after the game ends, but what is that doing for either myself, my team, or the rest of the community? I don't even know if these toxic assholes even get a warning, much less a punishment. Either way, this has become such a problem that even if I do report, the next game is just going to have a new toxic player. There doesn't seem to be a short supply of hatred and rudeness.

As a result of them, my team usually just joins in the toxicity in chat and start playing negatively. More often than not, we lose. I report those who were toxic, I move on, and play another game if I think I can handle it.

Something needs to be done so that those who are toxic in game receive punishment while those who suffered by them receive relief. In Counter Strike Global Offensive there is a system where if there was a cheater who won a game, and was discovered as a cheater, then the losing team would have the loss removed and their ranking put back up. The cheater would get punished, as well as those who queued up with him. Same thing goes for trolls who teamkill or afk. Their team, if they lost, would get the loss removed while the troll or afk would receive a loss and a ban.

This is what should happen in league, where if a player ruined the game for others, those others wouldn't have to pay and suffer. I don't feel that I should lose LP and ELO when a victor tells me to go cut myself and then just feeds.

Yea seriously, the enemy team had an amumu who was trashtalking to our rammus, and it got to the point where the rammus would completely focus the amumu and it would kill us every team fight.

I am wondering recently if I did something to make Riot mad. The reason is that I've been getting matched with increasingly unpleasant and unmotivated players who seem to have no intention of actually winning the game. It is one thing to be struggling against the opponent due to a skill disparity, but it is another to refuse to adjust and continuously feed. I feel like unless I have a full 5 man premade I can't even expect to win due to the prevalence of individuals who have no respect for the time others are putting into the game.
