Asking for reports and saying "easy" is allowed?
Every time I log in I should be getting a message saying that someone has been punished. People ask for reports every match and are never punished.

People don't get banned for one game, they get punished for chronic (continuous) behavior.
You're not guaranteed to be the guy who triggers these bans. That doesn't mean the system isn't working.
Riot Lyte's automated system isn't good enough to ban people asking for reports unless they say slurs, cause that's all Riot cares about.
