This is a legitimate summoner name. How come someone cant have "Riot" anywhere in their name without the name being denied but %%%, ngr, spic, %%%, are all PERFECTLY ok and the system isnt designed to reject those names on the spot?

Because there simply too many ways to write a word differently. The more of these ways you ban, the more creative people get. It's simply a lot easier to leave it to people to report people for offensive names.

Edit: Another problem is how some context can make things more acceptable. As an example: If no names that contains "spic" were allowed, I couldn't take the name "despicable" for no real reason.

You can report players for having inappropriate summoner names. The reason for people not being allowed to have "Riot" in their name is so Riot employees can be easily identified.

you're toxic, however, this is a damn good question, and wish someone with more credibility would repost this.

For a company, which has so much pride in regards to their 'automation' and algorithms, it's a little odd that a filter is not in place at the summoner name creation level.

It is not acceptable, just report them. It is impossible to cover all the various ways to rewrite ethnic slurs and offensive language through an automated system. Just report them and do you part instead of complaining that others don't do theirs (when they are in fact doing more than you are).
