However, that kind of toxicity obviously isn't a Rioter, they could easily lose their job.

You can't manually program yourself to be matched with someone, the system is locked in the way it matchmakes and even if you had "powers" you still couldn't.
And if he said he'd "message his rioters", why wouldn't he just do whatever he wanted himself?

You're fine. Most rioters have Riot in their name. Also, other rioters can just look at the chat logs which will result in him being banned instead. Hes most likely just a troll, you'll be fine
