Champ Select Trolls

Even in the new champ select, people want to troll. Why are people doing this? I get matched up with this player (summoner name: very good lol) twice... He trolls by picking Irelia ADC and then feeding in game.

Next queue, he's on my team again! He even admits to TROLLING! Riot, do something about this! Luckily someone dodged but players shouldn't have dodge games to avoid people like this!

I look at this players LolKing and he does this often... Playing Irelia or other champs in the adc role and losing. This is very bothersome.
