Theres no way for him to get a 14 day ban or perma like flamers do, thanks riot.

I hope you reported him at the end of the game , you can leave a comment explaining what happened so riot can look over it but bow I suggest you send a support ticket to riot it may not result in a punishment but it will bring it to their attention at least.

Leaving games is punished by LeaverBuster. Nobody is going to be punished for leaving one game because there is no true way to know if they had a real life emergency or not. While it appears that this case is him disconnecting due to a “ragequit”, unless he said something about it in chat it would be treated only as another standard left game.
