There are a couple of things to be addressed here...
1, if this is blind pick you're talking about, stealing your lane is sadly probably not going to be looked at. There are obstacles where one person will enter chat late, type "adc" and not see that someone else already called it- you get the idea.
2, as long as someone technically fulfills their role, you cant report them. Example, a game yesterday thought it would be fun to do all 5 ADC (this was in draft mode too) and at first i didnt really care. I started to care when the jg didnt take smite, and my support didnt take a sup item and instead stole half my cs. Point here is if the jg took smite and tried, and the sup took a sup item and did not try to steal cs, not really a lot you can do but hope that they know the champ they're playing.
3, don't auto-assume Urgot is bad just because he is underplayed. Every champion has players that have mastered them, and I'm willing to bet an Urgot master will make your head spin. Know that SoloQ doesnt really have a meta, it is simply soloQ.
#TL, DR: 1, If you play blind, reporting for lane stealing is pointless. 2, As long as jg takes smite and the sup takes their sup item, cant report them for trolling the game (unless they're obvi feeding or w/e). Lastly, you cannot report someone for locking in a champ you deem unworthy, thats childish and selfish.
Ill add one more thing here, YOU CAN NOT REPORT SOMEONE IF THEY DO NOT WANT TO FF WITH YOU. Just a side note for trigger-happy reporters.
