How do you know if someone has been punished?

To preface this, this isn't because I want to stalk the people I report and giggle whenever one of them gets banned.

Rather, it's because I see people saying "This guy flamed me, so I flamed back, but I got punished and he didn't". There's no way of knowing this unless either you stalk their match history (which wouldn't show you if they have chat restrictions), or you get a notification (which I've heard only occurs if your report is the final straw in getting them punished).

So where are people getting these claims?

They're just blowing hot air. As you mention, unless your report was the last one leading up to their punishment, you won't get the notification in the client.

Even if you do stalk the player to see if they keep playing, it doesn't mean anything because you can't see at all if the person got a chat restriction. Or maybe that game was a complete one-off for that player, and they never will get a punishment because they don't regularly cause problems. Or maybe they're on their way to a punishment, but haven't quite hit the threshold for it yet.

I'm pretty sure that they saw it through match history, since that's the easiest way to check. Just take a look at their profile on op.gg or some other similar site and you'll know whether they were punished or not if they still had games continuing after you get punished. Either that or they're just talking out of their ass and the other guy didn't do anything punishable/got lucky/actually did get punished and they're just crying to riot

Actually, this is sort of incorrect, but this is also my opinion. Correct me if I am wrong however. [slayer-jinx-catface]

Supposedly, it is not only "if your report is the final straw". Other people who gets this notification is usually like people who sent report to the same user in maybe a week or so.
