Threatening reports for kda/offmeta should be reportable
and bannable. It ruins games when players threaten each other over those things that riot doesn't want to ban people for anyway.

Threatening reports in general is reportable period. Not sure about the bannable part, since there's likely going to have to be more use of toxic language to build up to a punishment, but it is certainly reportable and usable in a case against someone.
I'm sure it is reportable, and Riot may even do something about it.
Just about anything that is intentionally causing other players to have a poor experience is technically harassment. I'm not sure that Riot would really do anything about it immediately, but if it proves to be a pattern, they will most likely begin the punishment process and continue to escalate based on frequency and severity.
Also, if they are actually reporting for things that such as other player's KDA/offmeta gameplay and the Riot employee determines that those reports are unfounded (meaning you are not found to be intentionally trolling), their reporting priority will be decreased and ultimately their reports will be worthless.
its silly because people will throw the lane intentionally in order to have the 'offmeta lane' just eat shit so they get reported for feeding.
its usually the meta player / completely terrible team attitude that's making the lane lose. you can pretty much win if there's an actual value for it AKA its not an MF support without a zyra enemy. sometimes there's asshole trolls that pick an offmeta.
some people do pick crappy choices on purpose for banning their champion though, which is somewhat reportable.
there are people banned for for asking for reports.
But it typically follows with mild toxicity and blaming, so they kidda go hand in hand.
