Toxicity

I had a guy called in my game today and he was the uttermost toxic league player i have seen yet (and this preseason has been a lot of toxics) he wished death upon all of our team, told us we were trash, and made fun of races. What does riot do about people like this, absolutely nothing in my experience, i reported him and so did multiple people. He is still out there making peoples days miserable and im sure of that. Things like these are making me want to quit this game more and more as time goes on it just seems to get less and less punished.
