For anyone who has questions about how restrictions interact with the hextech system I've created a thread here: If you are restricted from hextech crafting read this (via boards.leagueoflegends.com)
I think you'll find being restricted a lot less frustrating when you understand the how and why of what's going on with hextech crafting.
