No set time, just as you play if you show consistent good behavior. They are working on making people's behavior status more visible to them

It's not about waiting. It's about not getting reported consistently. It's been a while since you've been punished, but you're still getting reported enough to maintain a poor standing. You need to try to keep negativity out of chat, over a long period of time.
