It is definitely on the 0 tolerance policy list.
You have to report them and then the IFS has to get to the game. Just be patient, with millions upon millions of games happening all the time, the IFS is busy and people who say things on the 0 tolerance policy list will get punished once the IFS gets to reviewing the game.
Telling anyone to Act in self-harm is bannable under any context. (unless its with friends in voice chat)
