For players who commit offenses outside of matches, you can send Riot a report by submitting a ticket to Riot Games Player Support with a ban off the game . screenshot of the said offenses and any additional information that you'd like to add.

iamthegoatofwar1 votesTo be fair though this might not fall under something that could be an offense. I'm not completely certain, but I'm not noticing anything toxic or insulting in here. It's fairly well known things like that are meme'd at this point and seems much more down the "friendly joke category"...not to mention for PM's you kinda have to be on someones friend's list lol.
