Fizz E blocks Veigars R and resets cooldown?

Looked around to see if this was a topic somewhere and didn't see any besides being able to E out of Wall. Fizz can R and make Veigars R not only not hit, but also have to cooldown? The E out of the wall is too much, but E'ing out of one of main ability is a pitty matchup.
