System doesn't work or there was no punishment

The person that inted in my game with his Wukong couple of days ago and for whom i submited a ticket, while also reporting in post game loby is back but this time with Teemo Cleanse Ghost and everyone in the chat wrote 'can someone dodge he is an inter'. Thought he changed his ways since i have sent a ticket, but everyone continued with 'someone pls dodge im in promo' . The dude continued to laugh it off and seeing nobody wanted to dodge, i had to. I want to ask why is he still playing even though he inted me couple of days ago and now does the same. I am not enough of a proof? More people had to be inted before its for punishment? I don't get it. Clear hard inting, not soft inting and now this.

What happened to my support ticket or report of his inting, what happened to reports of others that had him just now in previous games so they spammed 'he is an inter'. I don't get it, im confused

The system is flawed and only works partially from what I have seen personally. When I report some troll, there's an off chance that I will see that punishment has been issued. There's no true way to rid the community of these types of players and I.P bans would be too harsh due to the possibility of them going off of a college Wi-Fi or a shared home with people who play as well. The best thing is just to dodge and hope for the best he won't show up in your next game, if he does then play it out and try your best to win.

Manual reviews take a long time. Couple of days is not nearly enough.

Reporting people for inting is unlikely to work. Riot often assumes the person is just bad or had an unlucky game. There was even that one duo who had a 100% winrate on Yi I think with over 200 games and they would just int and troll as tahm kench to keep their mmr below silver or something. Never banned until they made the front page on Reddit. They would eat a team member and flash into the enemy, hard trolling for over 200 games and never got banned... Yeah system is flawed
