Permanent Chat Bans?

There's been a lot of alluding to this idea in a few discussions here, so I thought I'd try and get an idea in one place about why this isn't a thing.

To me, if you are someone who is permanently banned from the game for 100% chat only offenses- does it not make more sense to just turn off the account's chat? Am I missing something? Punishment should fit the crime right? If they then go on to start trolling and doing other negative things, you take away the account, the gameplay- punish the offence.

Because the system as it now feels like it's just throwing it's weight around and it's a bit frustrating.

Riot tried further chat restrictions and found that they led to accounts performing more gameplay toxic behaviors such as intentionally feeding, trolling, etc. For this reason, they limit the chat restrictions to small numbers.

Further, in a game where communication is based heavily on chat, it doesn't make sense to restrict people's chat for a long period of time. Riot's goal is to not just protect the rest of the community but to reform players who are toxic. If they can't reform, protecting others from chat just leads them to be toxic in other ways.

This is an interesting idea, I really like it. If the player shows ONLY record of chat toxicity but none or very little griefing/intentional feeding, instead of an instant perma ban with no chances or retribution they get, say a 6 month chat restriction, during which, any sort of negative behavior or slightest case of verbal abuse results in permanent account suspension with no secondary chances. 6 months is a hell lot of time and for a toxic person having to restrain themselves entirely for that long would be quite difficult so i believe they would actually have to reform in order to follow through.

The only downside to this is people retaliating with gameplay instead of just chat. Like they'll troll instead to get their "revenge".

But people can do that as it is now, anyways. So, I don't really see a problem with this. It's been proposed many times with arguments like people just not wanting to play with a bunch of people who can't use chat. In the end, I think it's a decent idea, and if Riot was better at catching trolls/int feeders (very hard to determine without a doubt) this idea would be even better. I say go for it Rito. Permachat bans for people who strictly abuse chat.
