Is there a way to never play with someone you report ever again?

This is just something I'm querying this on behalf of the people who want to play this game for fun. Should you have someone in your game who's as toxic as Teemo , is there a thing in which you'll never have to play with said toxic person ever again if you report them? Or is there a chance for such a thing to be implemented? These people aren't exactly people you'd like to play with again, obviously.

To provide a recent example, a friend of mine, who is one of the people who play for pure fun, and who is also fairly new at the game (only just turned lvl 30). She was top with Gnar and only playing him because he's cute, and when she dies, or doesn't engage as mini gnar (!?) the lovely bot lane duo even went as far as to tell her to kill herself.

You can imagine that it's severely upsetting, and pretty much ruined the fun. No-one would ever want to see that person in their game ever again, for fear of a similar treatment, and the ability to ban and never play with such horrid people again would be amazing.

To answer your question, yes, there is a way: never playing League again : /

Unfortunately, rito is more worried about a minority of players who would use the system to report all the players who suck at league (or are that better than them, depending on which route you want to go) in order to get better teams/win easier games than they are about players who get matched two or three times with the same hostile player.
