But they won't be punished. Why would they, it's not like taking champ select hostage is worse than telling them to fuck off for what they are doing.

Not sure if you understand the meaning of "to take hostage".
Trolling is a gameplay offense. Considering the game has not begun in champ select, and off meta picks are allowed, it is literally impossible to troll in champ select.
Yes, if you flame people for doing perfectly permissible things, you will get punished and they won't.

Ultimately, however? If someone REALLY wants to ruin someone else's fun in a team game, they'll always be able to do it no matter what Riot does. Riot does actually log pre-game behavior though, so if they're being intentional trolls you can report them -- if enough people do the system should catch them sooner or later.
