Inting Players in Competitive allowing other plays to de-rank or rank up?

I just finished a game where a teemo, qued for top, took smite and teleport. As soon as the gates fell he proceeded to TP to our bot tower and ran into the enemy blue buff and let them kill him. This went on for the rest of the 10 minute game. The Teemo was inting and running around lanes messing with CS which made our Bot Lane give up and AFK. Why am I punished and the other team rewarded for actions beyond my control? Why do we not receive the LP lost back after the report has been verified. Why should a player be allowed to keep the win as a rank-up? What kind of skill does this show? Is riot really that child-like to vehemently ban people who use vile language yet allow others to int and ruin their promos? It's not enough that other players are banned from this. We all deserve our lost LP back. It shouldn't be considered a win or a loss, it should be crossed out of our history. The IP should still be awarded for the game, as long as you didn't afk, but the LP loss or gain / rank up or de-rank should be wiped. How can riot be so behind only certain aspects of punishment? It's either all ok or none of it is ok. ( I have screen shots and video if riot would like to review it)
