Please enact/increase time bans for ARAM leavers during the Que phase

I only play ARAM and so this is my concern for ARAM. Sometimes it's funny when someone has like Annie and re-roll's to Udyr because you know he/she is going to leave before the game starts. This is not a new revelation only a reoccurring theme since diversification in league champs has expanded exponentially. What I ask is not to have on average 3-5 leavers before finding, rather starting a game. Whatever the time ban or punishment may be it is not effective as I would like it. Last night for example: In two games back to back I had several leavers to the point where the other guy with me was screaming profanity at the new people in our que saying just leave if you're going to (because sometimes people will wait till the last second to dodge). While it doesn't overly bother me, it does affect game time. 3-5 on average (nights), 6-10 leavers occasionally (days), and 11 once (day). Thank you for your time and consideration.
