Is hate speech an insta ban?

I've rarely seen true hate speech. Sometimes I'll catch someone saying something racist because they're trolls, but generally in the "I think I'm funnier than I am" way that sometimes happen in public and never directly attacking a player. More like "aren't I cool, because I'm using racism ironically"

Today, I played a game. Adc, Sup and Top were apparently randos who joined a call together together to play better and help. It did not. Bot told us to camp top and would tell us where they were because they claimed top was being toxic. They then commented "I mean, they said "hang on, got a call from my boyfriend" and they're a guy. I laughed so hard I couldn't play" and continued to all chat harass and insult this player. If this is how they treated them in all, I can't imagine what the poor top player sat through while on call.

I have never been more disgusted. After game, when I pointed out that top said nothing all game to us and they spent the game being homophobic and toxic, so I wasn't reporting them, it became "are you retarded. that wasn't homophobic. Oh, let me guess, you're a feminist and that's why you're all triggered."

I have never seen actual hate speech and I'm wondering. Please, is that kinda hate speech bs an instant ban?
