Chat Spamming Allowed?

So I just played a game with a top and jungler who were in a call together and just... the worst kind of trolls. Part of the reason is the spamming. They'd spam in all chat "?" or "X" "D", then the enemy mid would spam back "GIT GUD" and I could mute them but I mean... It was maddening until I did. Is there any thing one can do against it, to curb it. I mean, it was worse because since one of them was jg and refused to gank any lane but his friends, we were decimated. They and the enemy thought it HILARIOUS, but I couldn't stand it. They were the worst kind of trolls but they weren't doing anything against the rules, just... super terrible to play with and the spam was the worst. 50 instances of "?" in a couple seconds type insanity
