From this page :
Your honor progress will unlock some time after your restriction as long as you show signs of reform.
...
You'll see a lock on your Honor level in your profile. This means you aren't making any progress to the next level, and you won't receive any rewards. Unlock your Honor level by putting clean games in. You’ll get a notification when you’ve unlocked your Honor level.
You just have to play a ton of game and be sportsmanlike to get back to honor 5.
I'm just gonna quote one of my old reply on the same subject, not especially related to you but you might want to have those information :
There are a lot of examples on this forum, where people don't get why they don't gain honor back, like this one, or this one that are both recent, i linked tantram's comment each time, in those examples you can see they clearly think that they are doing well but in fact they are not.
I suspect a lot of people that are in this case are doing the same thing, maybe even without being conscious of it, some sentences are and will be considered unsportsmanlike by the system.
I guess people must remain unreported during a certain time, or be honored by a lot of players to gain back. But once you've been punished, If you want to level up, you have to be honorable in game 100% of the time.** Even one game of dishonorable behavior can derail your progress.
If you are being validly reported, it can slow your honor progress, up to virtually no progress being made. If you misbehave in games still, but it's too rare/infrequent for you to deserve a full-on punishment, you may still not be progressing in honor.**
It won't take you 10 games in a row where you get honored to get back to your old honor level, usually it's way more than that.
