How can League of legends with over 100 Millions of player still have no many noobs in the game?

There are so many players in this game but every quick match i play there are like 3 decent players and 7 noobs. The game is good but the community of the game just consists predominantly of raging kiddo's and trolls. Pro League of legends has also nothing to do with real league of legends. Despite the game being so easy, most players just manage to stay bad, no wonder that 3/4 of all players are stuck in the bronze and Silver elo. And pro players are only a hand full of the entire game. Every match i go there is at least one player in my team that does whatever he/she wants. Example: A Jarvan is trying to be jungler,fails of course. An Kid and his mum in my team yelling at each other in Ukrainian An Amumu is just feeding the entire team by rushing right into 4 players. A Warwick chasing 2 enemies up to the enemy turret and gets killed.

I have never played a game with so many unskilled people. I would appreciate if LoL begins to ban unskilled players again like they did back then.
