Jhin Support and Brand ADC

Playing adc jhin on normals, getting a brand support autofilled Im like hey this guy is silver 1 he might play good and not int and ks. Nope hes gonna steal my whole waves last hit everyone on purpose, Getting a Mejais and going full AP. at 15 min ingame I felt like playing Jhin support. Later afk the last 5 min of the game because 2 people didnt vote yes. And why do I get people like this, like 3 days ago same situation 2 premades reported him and guess what? nothing hes still playing. I ask you, whats the point of the report function if it doesnt work? [zombie-brand-facepalm]
