Smurfs
I've been dealing with a lot of smurfs lately which keep us elos from ranking up an i think riot should do something about this.

Okay, let's assume that Riot starts trying to punish smurfs.
How in the hell are they going to prove a person is a smurf beyond a reasonable doubt?
By seeing how well they play? That's not a real indication of being a smurf, they could just play really well or they leveled up on a different region.
The argument you used doesn't work. Smurfs that "keeping us elos from ranking up" also are ranking up the people on the other team. It's not like smurfs who rank faster are making everyone else rank slower, it's just causing some to rank slower and some to rank faster.
Should smurfs be punished? No.
Let them create new account, play a rank/normal game, and demolished everybody it's their legal right. Why should we punish them for smurfing? Besides smurfs are pretty good and we can learn from them.
I don't know what smurfs are on LoL the best explanation I could give is the one I know form Counter-Strike: Global Offensive. Fought a very good player and this guy just headshot everyone instantly and got demolished, and because of smurfs I learned how to play the game properly by learning through my mistakes.
What AeroWaffle has said, how do we know the person is a smurf? He or She could be just really good and quickly ranking up so fast. We can't just immediately punish somewhat just because we believe of them to be smurfing.
