Weak "Chat Bans"

Edit: Not sure how the downvotes work here but this is to make a point of how weak the current system is. The only people who wouldn't like this are the ones that enjoy how weak the system is now...

I thought the game would be more heavy-handed with the whole "toxic community" thing but I've been "chat banned" 4 times this season totally pointless TBH I can still talk to MY team I just can't talk to the OTHER team. Seeing as most flaming happens to ones OWN team "chat banning" should "ban chatting". It only lasts 10 games. Ok I'll just go spam some arams and I'll be able to chat freely in all chat if I want in about 2 hours.

Are they so light on the "bans" caused from chat because 4 mans 4x reporting someone is an issue? Totally thought my most recent ban for telling a 0/11 0/8 Kayle and Akali that was in a 4 man that they were brain dead would have netted me a game ban or something but no again I just get some honor taken away and 2 hours later after some arams was ready to chat again in the rift.
