When you have a troll pick jg who then int's his face off, or you have a tilted ADC who rage quits mid game because of the troll pick inning jg?

Depends on how easily one can gauge intent.
If the ADC silently disappears, it's impossible to determine that it was a rage-quit, as opposed to internet trouble. Similarly, if the "troll" JG is simply playing like shit, that's different than literally intentionally feeding.
If we take your definitions at face value, with an intentionally feeding jungler and an ADC who rage-quits in response, both are very toxic but the jungler is worse.
