Anyone Else Have This Issue? Honor Related

I got a 10 game chat restriction from instant feedback at the beginning of October [at least I think it was the beginning] for flaming a support Morgana who was trolling the game because I wouldn't give them ADC. They wouldn't let me Last Hit, perpetually shoved the wave, etc. I shouldn't have said anything in chat.

I reported them, they reported me; we both got punishment [got two notifications for that one game]

Anyway, I value my account a lot and haven't had any punishments for years prior so taking the hint was really easy.
I get honored frequently.

However, I'm still Honor 1 and I've been Honor 1 since the chat restriction, my honor was unlocked shortly after as I'm not a toxic person but it hasn't advanced beyond that point. I was almost Honor 5 before the chat restriction. Despite being non-toxic and getting honored frequently I cannot seem to get to Honor 2.

Anyone else have this issue?
