If he actually ran down, that is the only real issue.
Inting can result in a punishment. It starts at a 14 day ban and then a perm.
sure its just as usefull as Yuumi top.
Takes a lot of games to get permabanned for toxicity. I think its unfortunately the same for gameplay behavior.
