Petition to revert permabans on toxic and flame

well first of all u can report anyone u want for anything they say

They won't get banned unless the thing they said breaks the rules.

second all your money spendings are gone and u dont refund it, its not like i hacked the game or any criminal activity

You're given TOS before you even download the game (which you accepted). riot is not responsible for the money that you spent WILLINGLY into the game knowing the TOS

third u dont permaban the more toxic behaviours like leaving game, afk, troling, inting and many more so why should we get permaban where is the justice?

They actually do get banned. It's just harder to detect unlike chat behaviour

And how, pray tell, might that be? Explain, in detail, how Riot is apparently doing "injustice" by getting rid of players who refuse to play by the rules, and who consistently flame or harass their teammates in games.
