Where can i report this level of toxicity ?

I guess take it to Riot Support. If no results come from a ticket there, Keep reposting and if that doesn't work? Just keep trying that's all I got they will see eventually...

Can you see when you go to riot support, in the top right it says get help, just enter in your statement.
