Coming from a reformed player who hasn't been banned in quite some time, and will be receiving rewards this year :). I am scared, to even use the chat system you have implemented today because I find that I can't even provide constructive criticism to somebody or tell them where they went wrong (In a polite manner) without being flamed at, reported, or have my team members ragequit. I think this whole "You'll lose all your season rewards" kind of scared a lot of people into reforming, however, I know a few of the most polite people who will not be receiving rewards this year because of random chat/ranked restrictions, I got them too earlier this year (3 game chat, 1 game ranked) for no apparent reason. I think that before you go and completely eradicate any evidence of a summoner's hard work, you should make sure that your ban system is in working, stable condition. I want to also be "that guy" who says it's unfair to be punished twice, but it's fair to some of the most extreme toxics out there. Some people need to lose their hard work because of their behavior and others who have received maybe a single 14-day ban and haven't been toxic since let's say, august 11th... Does that person, who had spent a short amount of time reforming to fit him/herself into the community? I think not. If I were on the player behavior team, I would've worked harder on judging whether a player has reformed or not, I also know quite a few people who stopped the toxicity after a single ban but will not be getting what they worked ever so hard for. I just ask that for next year, you try to work on the ban system and reward removal as a whole.

Glad to hear that you're doing better.

But the thing is, most of us have no fear of getting punished by the behavioral systems. The majority of us have never even once come anywhere near getting punished. We don't feel like we're constantly holding back; we just play the game normally and interact with others in exactly the way we would want them to interact with us, and it works out fine.

If your "most polite" friends received chat/ranked restrictions that they feel were dispensed at random when they had in fact broken no rules at all...that's what this forum is for. They should post here, and we can help them (and you) understand whether their chat met with community standards or not.

I think what he means is that the automated robot was an ambush attack on people who had no idea that what they were doing was considered 14-day-ban-worthy-toxic because they had never been punished before. Once they go their wake-up call they reformed almost instantly and expected to still get ranked rewards seeing as how they were suspended under a new system that Riot admitted might have some early flaws. So these people played as though Riot had their back and cared about their reform only to discover that Riot didn't give a flaming shit about them.

I think that's actually what the OP is referring to. Not the fact that most of the community can't handle criticism and reports people at the drop of a hat.
