Doesn't DOTA 2 require a phone number to even play ranked? I don't think Riot is the first nor last company that will do this.

but tbey use phone numbers to stop people from smurfing and dominating lower rated leagues. If you dont have a phone, ask someone who will never play league to borrow theirs.

Honor level 2 just inscentivizes you to not be toxic or griefing to enjoy the rewards you get from it and the game as a whole.
