Reporting People Pre-game / Post-Dodge

I incorrectly posted a discussion earlier, but I would like to post again without specifying a player. A player said, "fck you ngers" in ARAM lobby before game started and then someone, probably the person saying the offensive comment, dodged. I wanted to report him, but there is no possible way to do that.

I suggest that Riot have a post-dodge screen to report anyone if they were acting in a behavior worthy of being reported, before the game started. This has happened on several occasions, but now I wanted to suggest it because it is a problem not being addressed.
