If someone has been having frequent connection problems, then yes they should check their ping in a custom before entering ANY match made queue, not just ranked.

However, many times these connection problems just happen out of the blue without any sign or warning, because that's how it works.

My ping usually stays around 60, but sometimes an evil tiny little gremlin climbs into my computer and pulls out my ethernet cable and sticks it in the toaster. In other words, stable connections are not a sure fire thing all the time, sometimes connection issues can happen for a multitude of reasons. It's not like I can predict when the little gremlin will strike again.
