As a new player to this game, there gotta be a way to excuse certain instances of leaving the game

I've played maybe 100 pvp games and I'm glad that the behavior I'm going to describe isn't too common but in one of my recent games there was someone who was blatantly feeding intentionally and the enemy team was flaming each other and arguing in all chat

If I had been on that team, why would I have wanted to waste my time? One player is just standing in the fountain, one player is dying repeatedly and everyone is arguing. I felt bad for the for the guys who were in the bottom lane because they were just trying to play the game. As I understand it, the remake option wasn't always a thing and I realize that such a mechanic for "leaver forgiveness" would obviously be abused but sometimes I wish something like this was implemented.

What would be a hypothetically fair way of implementing this system

Leaver forgiveness already exists within Leave Buster.

Leave buster isn't harsh unless it detects a pattern of AFK/leaving or frequent AFK/leaving.

You get forgiven for the occasional AFK/leave. I still sometimes get disconnected and I don't think I've had any leave buster punishments in like.... 5+ years?

Eh, it's just something you gotta deal with. I rarely have these cases but they do happen. Specially at the lower elos.

In a ideal world people would AFK, Troll, or Int. It's a shame the world doesn't work that way.

They do indeed have a system and it works decently; Report.

Report them and eventually it'll be one less toxic/feeding player in League.

Granted they can simply create a new account but then they'd have to re-level it, re-rank it (likely to place Silver unless they are terrible) then they will have to deal with some other players.

In shortness, millions of gamers > hundreds of Riot employees. They can't manage everyone but a majority and or the professional players.
