What counts as being toxic?

I've seen recently in my humble Silver games how people respond to any slight comment on gameplay as being toxic. I'm new to league of legends (March 2017) and I know what experienced last year in terms of toxicity. From people telling other people to commit suicide in very creative ways to people commenting on others' mothers and how they had sex with them or intend to. But recently I've noticed that any slight comment on any gameplay is met with a harsh response like "Report this guy he's so toxic". What really makes me sad out of all of this is how Riot encourages this. I've stopped using chat for about a month now and I've decided to "/mute all" in all my games. Nothing changes because the post-game lobby still gives people an audience and I still see a lot of rubbish said all the time.

 People don't know what it means to be toxic and deem any player who comments on their gameplay as being toxic or salty or something. This is my own personal experience and it could be entirely different for anyone else.

The report button should not have features to report people based on things they have said. Spam, Cheating, and trolling should be the only things a player has power over others for because these things most effect a game. hurt feelings is subjective, and being punished for it is abuse of power.

Riot considers any negativity as punishable behavior. Including, begging for reports.

It takes a collection of offenses to trigger a punishment. It takes more minor offenses to trigger a punishment than it takes severe.

Toxicity means you are constantly in the presence of those who want you to fail. All for a good laugh or whatever they aim for.

Actually Riot discourages and punishes people for asking for reports. Quite the opposite of what you claim. Not saying kids dont do that, and yes it's super annoying. But Riot DIScourages it. Not encourages.
