Based on the conspicuous 14-day gap in your match history in early January, it looks like you've only been off your two-week ban for less than three weeks. So yes, going right back into calling people you disagree with "retard" could get you banned, since you were on your final warning.

Tbh Riot seems to cater to what i can only see as a lynch mob mentality. If two hypersensitive teammate or more finds "retard" you will be lynched/permbanned. Apparently since the word "retard" is hyper offensive to snowflakes these days so its only natural that they would ban that.

As a long time veteran and visitor of the Player Behavior Boards, I'm gonna give my two cents.

If you've recently had a 14-day ban and I use recently as a loose term because the effects of a 14-day ban can hang onto an account long after you've forgotten about it, then the next step is a permanent ban. It warns you on the 14-day ban "If this behavior continues, your account will be permanently suspended." and you must click "I understand" to continue. Whether you read it or not you agreed that you were warned that you were on your final straw no matter the severity. Even before that by agreeing to the Terms of Use you agreed that you understood this could happen.

I assume what triggered this report is the use of the word "retard" and threats to report. While saying to report someone isn't inherently punishable you used it as a way to threaten them.

tl;dr Riot holds the right to ban you if deemed toxic and you continued to act in a determinably toxic way by Riot so action was taken.
