Report a player from champ select
Is there a way to report a player who trolls champ select and someone dodges without the game starting?

No. He technically didn't have any effect on your game. He'll be automatically put into a low priority queue if he continues doing it.
open a ticket, submit any evidence. time stamps, champ picks, screenshots, chat logs... so on
