This fall my power went out like 4 different times in one day and I Won low prio ques.... welp to say the least waiting 20 minutes for a 8 minute que for a 45-90 min game,,,, nah no thanks riot think I will take my business elsewhere*[slayer-pantheon-thumbs]*

You should really reconsider queueing up after the first time, and definitely shouldn't be trying again soon when it happens twice in a day. The Leaver Buster is not just a 1) punishment, but 2) a motivation to avoid/fix the issues, and 3) a deterrent to players that aren't motivated to do so; it seems to be fulfilling function #3 here.
