What happened to Teamwork/Helpful/Honorable Opponent banners?

TL;DR I know that the honor system is still in place and presumably so are the banners, but I can't remember the last time I saw someone with even the green (teamwork) banner, which used to be the easiest to get. There was a time when I had the yellow banner (leadership- which I think was a combo of teamwork and helpful), and then I at least had my green banner for team player when the yellow one "decayed".

You guys talk a lot about reforming negative players but outside of the once-a-year mystery gift skin (which I appreciate), it sure would be nice to recognize great summoners who promote positive gameplay on the Rift. Is there a plan in place to revisit/revamp this system in the near future or is it something that is just a leftover artifact and has been all but forgotten? If so, #feelsbadman
